2040 Comp Plan
As part of the Metropolitan Council's regional planning efforts, the City of Stillwater must have an updated Comprehensive Plan (Comp Plan) submitted for review by December 31, 2018. This twenty-year plan is the guiding document for the community. The Comp Plan update is occurring in strategic phases, with significant updates occurring prior to the full update process.

With the introduction of new state trails, the City's acquisition of riverfront property, and the St. Croix River Crossing project affecting downtown Stillwater, the Community Development Department started a process to update the Comp Plan Chapter 6, Downtown Framework Plan, in February, 2016.
In May 2014, with the future introduction of the new Brown's Creek State Trail and MNDOT's St. Croix loop Trail, the City of Stillwater's Planning Commission and Parks Commission began a year-long planning process to update the City's Trail Plan. The draft trail map and corresponding trail map can be accessed below. Please contact the City Planning Department to view draft Comprehensive Plan Amendment documents.
